Phone Number Validation and Verification

Make sure every phone number you collect is real and reachable.

Start with Standard validation, an instant syntax check against the numbering plan, then add Enhanced verification to confirm the line type, carrier and network, and whether the number is connected.

POST /phone/validate { "phone": "0412 345 678" } // 200 OK { "e164": "+61412345678","format": "VALID","line_type": "MOBILE","carrier": "Telstra","ported": false,"status": "CONNECTED" } Standard: Syntax check Enhanced: Reachability

What is phone number validation and verification?

Phone number validation checks that a number is correctly formatted for its country's numbering plan. Phone number verification goes further, identifying whether it is a mobile, landline or VoIP number and confirming with the network whether it is active and reachable.

IQ Office from Intech Solutions offers both. Standard validation is a fast syntax (format) check that runs anywhere, including on-premises. Enhanced verification, available through the IQ Office API, adds carrier lookup, HLR network queries and connection checks to confirm reachability.

Phone validation, verification and lookup

How Intech uses the terms
Phone number validation, verification and lookup are often used interchangeably. At Intech, validation means checking the number is correctly formed. Verification means confirming what kind of line it is and whether it is live.
Not an SMS code service
Some "phone verification" products send a one-time code to the customer. IQ Office checks the number itself, with no code for the customer to enter.
Standard validation vs Enhanced verification
Standard validation (Level 1) is a syntax check confirming the number is possible. Enhanced verification (Levels 2 to 4) confirms what kind of number it is and whether it is live.

Standard validation and Enhanced verification. Use one, or both.

Standard validation, a syntax check, tells you a number is possible under the country's numbering plan. Enhanced verification tells you what kind of line it is and whether it is live. IQ Office offers them separately, so you can match the depth of checking to the job.

Level 1

Standard validation

Syntax check

Checks the number against the rules for its country and returns it in standard international format. Instant, with no network lookups.

Features

Country numbering plan rules
Each number tested against the plan for its country, including Australia and New Zealand.
Mobile and landline prefix checks
Valid area codes and mobile prefixes, and the right number of digits for the type.
E.164 formatting
Numbers returned in the international standard, for example 0412 345 678 as +61412345678.
Normalisation
Spaces, brackets, dashes and stray characters removed so every number is stored one way.

Benefits

  • Catches short, long and mistyped numbers at entry
  • Runs on-premises, so data never leaves your network
  • One consistent format makes matching and de-duplication reliable
  • Lowest cost per check, suited to every form field

Available: IQ Office API, hosted web service and on-premises.

Levels 2 to 4

Enhanced verification

Reachability

Goes beyond the format to look up who the number belongs to on the network and whether it can be reached right now.

Features

Carrier lookup and line type detection
Checks number-range databases to return line type (mobile, landline or VoIP), original carrier and country.
HLR lookup and ported numbers
Queries the mobile network (HLR/MNP) for the current carrier, including numbers ported to another network, and whether the service is active.
PSTN and network polling
Carrier signalling or a test call confirms status where mobile lookups do not apply, particularly Australian fixed lines and VoIP.
Connection status
Active, disconnected or unreachable, so you know before you call or send.

Benefits

  • Send SMS only to mobile numbers that are live
  • Fewer wasted calls and failed messages for contact centres
  • Spot disconnected and VoIP numbers that can signal fraud risk
  • Route correctly when a customer has ported to another network

Available: IQ Office API and hosted web service.

Four levels of phone number validation and verification

Each level answers a harder question than the one before. Level 1 is Standard validation, the syntax check. Levels 2 to 4 make up Enhanced verification, which confirms reachability.

  1. Standard: Syntax check

Level 1: Format and numbering plan

    Method

Country rules, E.164, prefix and length.

    Typical resultPossible and validly formatted.
  2. Enhanced verification

Level 2: Allocation and carrier database

    Method

Number-range database, carrier allocation and number type.

Typical resultMobile, landline or VoIP; carrier; country.
  3. Enhanced verification

Level 3: MNP, HLR and network lookup

    Method

Mobile network, HLR/HSS or carrier query.

Typical resultCurrent network; active or disconnected.
  4. Enhanced verification

Level 4: PSTN and network polling

    Method

Carrier signalling or a test (flash) call.

Typical resultConnection state. Indicates if the number can ring.

Phone validation and verification by API or on-premises

Phone validation and verification run alongside address validation, geocoding and data cleansing in the IQ Office suite. Choose how you run it.

API and hosted web service

Call IQ Office from your website, app, CRM or back-end over a secure web service operated by Intech. Because Enhanced verification needs live network and reference data lookups, it runs here.

Standard: Syntax check Enhanced: Reachability

On-premises

Install IQ Office inside your own environment. Standard validation (syntax checking) runs locally with no outbound calls, so records never leave your network.

Phone number validation and verification use cases

Sign-up, checkout and onboarding

Run Standard validation as the number is entered, then Enhanced verification before relying on it for SMS verification or two-factor codes.

Mobile number verification for SMS

Run Enhanced verification on lists before an SMS or calling campaign to drop disconnected numbers and send texts only to mobiles.

Fraud and risk screening

Use line type, carrier, ported status and connection status as signals when assessing new accounts and applications.

Phone number validation and verification FAQs

What is the difference between phone number validation and phone number verification?

The terms are often used interchangeably. At Intech, validation means checking a number is correctly formatted for its country, and verification means confirming the line type, carrier, network and whether the number is connected. In IQ Office, Standard validation is the syntax check, and Enhanced verification covers the rest.

Is this the same as SMS or one-time code phone verification?

No. One-time code services send a code that the customer must enter. IQ Office checks the number itself, so it can run on forms and existing records without asking the customer to do anything.

What is an HLR lookup?

HLR stands for Home Location Register, the database a mobile network keeps of its subscribers. An HLR lookup queries it to find the network a mobile number currently belongs to, including ported numbers, and whether the service is active.

Can you tell whether a number is mobile, landline or VoIP?

Yes. Enhanced verification (Level 2) uses number-range and carrier allocation data to return the line type, the carrier and the country.

Why does Level 4 matter in Australia?

Mobile network lookups work well for mobiles, but Australian fixed lines and VoIP services are not covered by them. Network polling fills that gap by checking status through carrier signalling or a test call.

Can I buy Standard validation (syntax checking) on its own?

Yes. Standard validation and Enhanced verification are offered separately. Many organisations run Standard validation on every phone field and Enhanced verification only where reachability matters, such as SMS verification or outbound campaigns.

Why is Enhanced verification not available on-premises?

Enhanced verification relies on live carrier and network lookups and on number-range data that Intech maintains. Those run in the IQ Office hosted service. Standard validation (syntax checking) needs none of this, so it runs fully inside your environment.

How do I add phone validation to my website or CRM?

Through the IQ Office API. The API Guide includes getting-started steps, data formats, a browser-based test harness and error handling guidance.

Who provides IQ Office phone validation?

IQ Office is built and supported by Intech Solutions, an Australian-owned data quality company founded in Sydney in 1996. Intech serves federal, state and local government and enterprise organisations across Australia and New Zealand, alongside its address validation, geocoding and single customer view services.
